Towing answer needing a question?

Toads have been around a long time. They simply let you haul heavier tongue weights than what a given truck might be able to tow. But when using this, you have to take the weight of the trailer AND the toad into consideration when looking at your max towing weight. And those toads aren't light.
But that's not always an option. I use the truck for the bed, and to tow my trailers. But if I wanted to get a big 5th wheel where I would need to buy a SuperDuty, that wouldn't be an option for me because my truck is a daily driver, and I often need to park in downtown parking garages. I barely clear the ceiling as it is. And, I'm not gonna buy a new truck just for the few camping trips per summer. So my answer would be to get a toad. I for one would never go that route, but that's how I see it.

Same as a Trailer Toad. It carries almost all the pin weight of a 5er, allowing you to tow a trailer with pin weight that would overload the payload capacity of the tow vehicle with a normal fifth-wheel hitch. With a Tow All or Trailer Toad or similar hitch, you can use the GCWR as the limiter as to how much trailer you can tow without being overloaded. Normally the GVWR (and payload capacity) of the pickup limits the max pin weight you can tow.
For example, you want to tow a big, heavy 5er, but you want to tow it with a pickup that has single rear wheels (SRW). You don't want to have to tow it with a dually (DRW). But even the best of the SRW pickups cannot handle the pin weight of a big 5er without exceeding the GVWR of the pickup. But the GCWR allows a lot heavier trailer without being overloaded than the GVWR limiter.
Example: F-350 SRW GVWR = 11,500 vs F-350 DRW GVWR = 14,000. The DRW is heavier, so the actual difference in payload capacity is 2,142 pounds. The GCWR of the diesel is 28,700 for either SRW or DRW. GVWR and not GCWR is the limiter, so you can tow a 5er that weighs several thousand pounds more with an SRW tow vehicle and the Tow All without exceeding the payload capacity of your tow vehicle than with the normal fifth-wheel hitch.
So you can tow the 18k toy hauler with the F-350 SRW and Tow All hitch, whereas with a normal 5er hitch you would exceed the GVWR and payload capacity of the SRW tow vehicle with a 5er that weighed about 14,000 pounds.
So that's the reason.
I am also in the camp of, why the heck does this exist. Some people have too much money and want to waste some to look cool is my best guess.
They also make it harder to maneuver around and add yet another item to maintain and more tires to get a possible flat. Add even more weight and more rolling resistance to tow, and legally since its a towed unit requires registration and insurance at least here in BC Canada. Biggest draw back of all is it is not legal to use on many roads as its a towed unit, plus the trailer its pulling, makes it considered towing two trailers with a pickup truck, and is illegal in BC due to our severely mountainous terrain. But head east one province to Alberta and it is legal there.
I saw a guy who was pulling one from the State of Oregon, he was stopped and parked by the CVS people who enforce road safety here. They had a road block set up and were stopping anyone towing anything. As I was towing a cargo trailer I to was stopped.
A quick check of my license and look to ensure that the trailer was hitched securely and safety chains attached, trailer lights all operable, and i was on my way.
I asked what was happening with the family from Oregon with the toad, and they said he was stopped and fined. Plus had to wait for a tow truck to tow his travel trailer back to the border as its illegal in our province.
So not only is it a stupid idea, it is not legal in all areas.

It just looks like a serious liability and an invitation to push a vehicle beyond its capacity. I'm sure some people have legitimate uses for stuff like this, and you DO get two more wheels with brakes on them...
...but it sure does look like a Rube Goldberg nightmare and makes me think of cheap beer, missing teeth, and B.O. These are just my biases, yours probably are different.
