All "payload" is, is the GVWR of the vehicle (you cannot increase this yourself), minus the actual weight of your vehicle. In other words, it's how much weight is left, available, to add to the vehicle before surpassing the GVWR.
10 ply tires weigh more = truck weighs more = payload is lower.
Also, rotating mass (even more than merely unsprung weight) hinders all performance categories. Mileage, acceleration, braking, handling, ride quality, etc.
Your truck's GVWR isn't limited by the tires.

When you say 'max payload' is just over 1600 lbs...where are you getting that from? Take a look at the yellow/black/white sticker on the driver's side door pillar of your truck to see what you have to work with.
I'm asking as the way you word it almost sounds like you're getting that figure from a brochure or website.
