I can tell you when towing this same trailer with my ‘02 Silverado 1500 with the same hitch I didn’t have any sway. I have adjusted the hitch up and down through its range and haven’t found the sweet spot yet. I have also been over the public scales many times checking and testing various weights and even bought a Sherline tongue scale to make sure I had an accurate idea of the weights. If you do a search you will find several people withe the same issue where they didn’t with their old truck. The interesting thing was that I went over to gm-trucks.com and didn’t see much in the way of this complaint. One more thing I noticed was my old truck weighed within 100lbs of what this truck weighs with the same weight front and rear and it was the same length as this truck.
I tow about the same with a 15 f150 fx4. Sounds like your wdh isnt correctly setup. Dealer had mine all wrong and the first tow was a nightmare. I removed everything and did it myself, much better. No sway. I needed more weight on the truck. My front drops 3/8" and the rear drops 1/2", truck is bone stock with nothing added. Payload says 2096 pounds. Never been to a scale..

Wont be apples to apples but I use equalizer 10,000lb setup for my 29' 6200lb TT and love the setup, zero sway on interstate. I due have 2013 and not a new body style.

You know what’s interesting about your measurements is that the manual say’s to measure the front wheelwells before and after putting the wdh bars on. After this put enough tension on the bars to return it halfway back to its original height, your way is the way I always set my older trucks up. I did do this with the new one which made handling worse though.

When I had the Husky RB with 1 sway control on my 2014. It handled great. The setup is like you said, return half the weight back to the front. Same exact setup on the 2016 is a nightmare. When a Smart car can push the truck around, you know something isn't right.

With the BO I now have all the weight back on the front axle, which helped a lot. I can still feel a car go by, but nothing like before.

It appears that in order to get everything working on the new trucks, you have to put all the front weight back on. Now I am just hoping that the steering can be repaired on mine to return it to what it was like when I first got the truck in January this year. Now it can't decide which direction it wants to pull in.

Im using a Husky centerline, setup per tech support and its working great. The main difference between now and what the dealer did is the amount of angle on the head. I had to remove 1 washer, drop the ball and readjust the bars.

I use the equalizer with my 2016 screw sport 5.0. I tow a 2013 keystone cougar x lite at about 7500 lbs. loaded. The truck sits nice and level and i never feel any sway whatsoever. A heavy cross wind will cause the whole rig to want to wander side to side occasionally but never the trailer alone. I was fortunate enough to have a tech. at the dealership where i bought the trailer who knew what he was doing when he set the hitch up for me. Ive encountered a few steep roads and never had an issue with the flex that i am aware of. One thing i like about the equalizer is that it is in line with the tongue and doesnt sit below and reduce ground clearance like some other wdh setups ive seen.

I consider the Equal-i-zer to be a superb hitch. I'd rather have it than my current Blue Ox Sway Pro hitch.

I have been looking at the Blue Ox also, what is it you don’t like about the Blue Ox?

You can start reading about his issue here, and follow the thread on down.

I haven't tried the Blue Ox, but my Equal-i-zer works flawlessly with my 7500lbs (loaded) Jayco Whitehawk 28BHKS.

I don't encounter any sway, but I've had some issues with strong crosswinds. But following the semi truck in front of me, he was having the same issues with staying in the lane as I was, it was just nutty.

The Equalizer is a cinch to hook up too, special tools required the way I have it setup. It comes with a pry bar to engage the distribution bars, but I don't use it. I just use the electric jack to raise the truck enough to engage the bars.

I'd highly recommend the Equal-i-zer.
