Default Power steering pump

Would a bad power steering pump whine when revved up in park and driving and whines when the wheel is being turned a little?

Mine squeals sometimes. I've heard that it's normal for power steering to whine a little

my truck whines at lower speeds and say you start it when it's cold the RPMs are around 1200 and if you turn the wheel you can hear the whine or rev it up to 3,000 in park you can hear it and sometimes it feels like it has no power steering and if I turn it completely and drive forward the front tires will kinda skip once or twice like it'll be turned then the front tires will skip forward once and it didn't whine or anything when we test drove it but it did when we purchased it a week or so later and no one else drove it in that time.

yes King ranch everything on it and it's a 5.4 I don't know if it is the transmission whining or what

Well if it only does it when turning then it might be power steering. Is it throwing any OBD codes? What confuses me is the revving when turning
