Power steering pump
idk no cel light coming on and no scanner tool it does it when it's revved in park at 3,000 Rpms and the front hops once if it's turned completely moving in drive say turning a tight corner and it whines at low speeds

That's strange. I can't imagine the power steering alone doing all that
Could be something to do with the rpm compensation. Whenever an added load is applied to the belts, the engine has to raise RPM somewhat to compensate for it so it won't die from stalling. I cant remember what the unit that does this is called but it could be the issue. Turning the wheel increases load on the belts and requires compensation, your computer might just be throwing the RPMs WAY too high.
