And doesn't help when you have atmospheric air present in the tank via the leaking holes. Lol. He may still want to clean or replace those injectors after he installs the new tank & pump. May be a little gummed up from moisture laden fuel. I would also suggest another brand new fuel filter & blowing out all the lines while everything is disconnected.

Update: I replaced the fuel pump, fuel tank, and sensor on the tank and it fired right up. I guess the moral of the story is, even if there is close to 30 psi at the rail the pump can still be bad...unless it was the sensor. Either way its running great and thank you for all of the help.

Yea 40 psi, I suspected something being wrong with your gauge or you weren't purging air/pressure from before trying it again. That's uncharacteristically high. IMO, - moral here is, learn how to use the tool or check the gauge before attempting to determine the problem I expect.
