Get an LED test light and test the wiring harness side of the fuel injector connectors. I'm not sure which prong it is, but there are only 2 so it's easy to figure out. If you see the test light flashing while someone else cranks the motor, you're getting power.

Nevermind. If you are getting voltage to the connector, it should be working. I'm not sure what the voltage should be but it is getting power. Also, the voltage shouldn't be constant. It should pulse. That's why I said check with a test light. You'd be looking for the light to pulse flash. Now, if all of the injectors are powering properly, your fuel issue is either in the filter or the pump.

He should be getting a constant 12 volts to the injector harness. The ECU actually pulses ground to the injectors.

I replaced the filter am thinking about doing the pump. I just don't want to do it if that is not the issue. I thought having 40 psi at the rail would eliminate that.

What would you suggest I do. I'm at a loss.

I'd check to be sure you are getting a constant 12 volts to the plug. Put the negative lead of your meter on the battery, and the positive on the correct side of the connector.

If that checks out OK, I would check your inertia switch for proper function. I believe it is in the passenger side kick panel. Then I'd move to the PCM relay and check it out.

----- and obviously check for wiring issues in the process.

well I checked the harness at the injector and when I crank it over the light does pulse. I have checked every fuse and relay and they are all good. I checked the fuel pressure at the rail again and it sits between 30 and 40 psi with the key on and when cranking. I looked at the wiring as well and nothing seems lose or disconnected. Is it possible the fuel rail is clogged? I am just curious if that has happened to anyone.

Yes I am 100% sure because it starts right up when I spray starting fluid into the throttle body.

Seems like you have bad injectors. Measure the resistance of them.
