Default front axle question

when at full lock backing out of a driveway (or pulling in), the front tires seem like they are locked and make a noise like one of them is rubbing. After having a friend watch it, he said the tires are not rubbing and said it seemed like they were locked also with one tire kind of skipping to keep up with the other because the axle is locked. I confirmed that the truck was not in four wheel drive and also jacked the front of the truck up and the tires spin freely on their own. The whole front end of the truck is new and is aligned correctly, anyone have any thoughts or ideas?

That doesn't look like its working. Should be like "\" for unlock and "/" for locked. pull it in 4h and see if the lever moves
