Ehhhh.... maybe it's not a weld. Maybe a piece of an old hanger? Something doesn't look right here though.....

I did not notice that. When I was talking about a weld that I saw, I meant farther under there than that

Considering that, it seems like if you cut the pipe right before the bend and put a 12 or 18" long tip on, that should return it to the factory position. You can see where the weld is it looks like that it would point the exhaust straight towards where it is supposed to be.
