Question Exhaust tip... why so close??

So I inherited my truck and after having it for a while I have started realising a few things that seem off...

One thing being that this exhaust tip seems way too close to the tire. My grandfather (to whom this truck used to belong) was known for rigging stuff so I am unsure what he might have done here as I don't know much about exhaust stuff.

I was going to get a resonator exhaust tip because I think they look cool but obviously with this being so close I don't have much room for the end of the tip to open up with a wider diameter.

Is this supposed to be like this? How can I inexpensively move the exit up a bit so I can fit new exhaust tip on here?

That is somebody's hack work. See that set screw in the side of it? That's some Billy Bob work there.

Looking at the second pic. It is just an after market exhaust tip on the stock pipe.

yes, someone put the tip on there but even without a tip it seems too close... can’t put a bigger tip on it :/

Looks like he modified it for more backup clearance. In normal position it's the first thing that hits if you back up over a low object.

You're spending all of this time so that you can put a soup can on the end of the pipe?

Is this truck a 97? Because early 97's were the only factory trucks with the side exit exhaust. Here is mine, but mine is a styleside SCAB.

Looks like yours is a flareside.

That is why I asked. My 99 comes out behind the passenger side tire and angles away from the tire.

Yes, mine is a 97, flareside. I think regardless of the tip it's weird... I got a second opinion on the welding I saw way under there at the muffler and we don't think it is a factory job. Somebody messed with something, and whoever said something about clearance might have been right. My grandfather used to have to drive this truck down through some woods and muddy bumpy areas where he hunted.
