It's the IPR coolant filter, supposed to be the best on the market at removing the sand casting left from the production of the block. Also to catch the gel silicates hopefully.

All right, so my next dumb question. The center of my lower pulley is threaded and something obviously attaches it to the end of my crankshaft. What am I missing? Where can I find it? And what's a ball park $$ figure?

I'm going to guess you bought an older style pulley that uses the stock lightning carriage. I wouldn't even know where to begin to look. That's how I got ripped off, guy sold me just that and not the piece you are missing. Good luck.
