Start with a tune up. Plugs, wires, fuel filter. Any SES lights? Check codes. EGR valve is a common issue with poor engine power.

Does it make a whistling noise? This is just the sound the CAI makes. Check to make sure the filter is clean and you should have no issues with that. I'm telling you a simple tune up will do wonders.

Did you recently put the CAI on( meaning did you have the stock set up on and then put the CAI on) and now you have that sound? If so the CAI will make a different sound. As for the power loss if you did recently put the CAI on did you disconnect the battery for about 15 mins so the trucks computer could adjust to the new changes. Everytime you do anything different to these newer engines you have to disconnect the battery for awhile. Just an idea.
