I would imagine the holes are in the frame, but most likely not in the bumper, your best bet is to crawl under the truck and take a look.

go to your ford dealer and buy them, or get them off of ebay.

They are in the frame, and they are three or so bolt holes.

I dont know if you need to do any mods to the bumper in order for the hooks to have access to the frame or not but the hooks are simple to put on, some of the bolts are hard to get to but its easy.

The holes are in the frame, crawl under your truck and you'll easily find them. Not sure if they can be added to a 2WD, but I wouldn't see why not. I put a bull bar on mine and had to get the bolts into the same holes the tow hooks would have to go in and they were a pain to get in. What I did is wrapped fishing line around the bolts to ensure I didn't lose them inside the frame. If I lost my grip on the bolt I could simply pull the line and pull the bolt out of the frame.

the bolts for the tow hooks are right on the bottom of the frame, they are fairly easy to get to, at leat on the fx4 I looked ar, there were no tow hooks, and I asked the dealer why they were taken off, because I could see where the paint was scuffed up where the hooks had been.

I think you'll need to change your valance. When I removed mine the nuts were in the frame. I think they were welded. I would think you should at least already have the holes for them.
