One important thing to do, whenever you are ohm'ing out circuits. Disconnect the battery, both posts(this is the idiot proof way). Or, make sure you're only taking readings on a completely unplugged circuit. Voltage in a circuit will throw off any ohm readings.

I disconnected the negative battery terminal and did a continuity test from the COP connector to the PCM. I tested several COPS and all checked out. I then turned the key on and check each COP connector for power and all checked out. I guess it is time to replace the computer.
