You can try the oil pump, but if it is over-retarding, sounds like you have a failing cam phaser. If so...

Looks like it'll be one of those you drive across the scale at the scrap yards. Lol. I was really hoping to stay out of the phaser stuff but doesnt look like I get to now.

I need a seal for the vct solenoid, does anyone remember the part #? Where did you get yours.

Sounds like phasers or you chain jumped (yes, this does happen, Ive seen it)
Its not too bad to fix if you do labour.

You need to figure out what your actual oil pressure is before you can make low oil pressure assumptions.
