If that came in and I saw that, I would saw that I would say it is fine to ride on. I've seen a lot worse. However if you want Goodyear has a warranty on all their tires and you might be able to get it replaced if it worries you too much.

I would've replaced it simply because I hate pieces missing and I've seen how bad it can be. That being said with 25,000 miles in them the tires would be almost half worn out they should've suggested replacing two tires to have a matching set to ensure no issues with the drivetrain as it can actually ruin your rear end with the tires traveling at different speeds

I have a open differential in the rear so it shouldn't matter to much, especially when you're talking about 7/32 or so.
