Computer Programmer VS. Performance Chip?

I own a 2011 F-150 Ecoboost 4x4 XLT and I'm thinking about installing a performance chip to gain horsepower and/or obtain better gas mileage.
I have BFG KM2 35" tires, Robby Gordon 17" rims, and Bilstein 5100s all the way around with the truck leveled off in the front.
What is the difference between a computer programmer and a computer/performance chip? Which is the best one of the two or do you get both? Which will improve my mileage and will that same one improve the horses and torque at the same time?

Ok thank you, that clears it up for me a bit. In your opinion, is there a programmer that is the best one to get? Is there one that could improve my gas mileage and give me more power at the same time or is it one of the other?
thats a lot of rotating mass. That being said, stage3motorsports.com has a good selection of stuff. I prefer lethalperformance.com, they are local to me and scored me some good prices. They also work with Jon Lund who happens to have 600hp Ecoboost Explorer
great, thanks for the reply! I love hearing the opinions of real users vs what the salesman says at the store. What is your guys' opinion on upgrading the exhaust vs keeping the stock exhaust? Will the programmer give me more performance than an exhaust could?

The exhaust on an ecoboost sounds a bit oddball, it will not sound anything like a v8 truck. I have a Stainless Works chambered system, it sound much like a Grand National/GNX/TType.
