I didn't know State Farm did that either until my agent asked if I wanted to join the "Drive Safe and Sound" program. Since I had a Ford with Sync and VHR they could use that report to verify that I qualify. I actually do not know what the mileage cap is to be considered "low mileage" but I qualify and I like you drive only 5-6K a year due to having other cars.
I would call the agent and ask them about it.

They also asked me if I wanted to use their own OBD plug-in device for my other non-Sync cars to track mileage and driving habits so they too get the Drive Safe and Sound discount. I told them no thank you as I drive them like I stole them, I would probably get an increase in my premium if I shared that info. ha

Anyway, it makes the VHR a little more valuable to me.

Tried adding some 2013's to my ford account with their vin with no luck. They all were supposedly up to date, but they only showed the initial 3.6 version of sync. So I found some sync files just lying around the internet and looked into them. I found version 3.08 and 3.10. I chose 3.08 just in case I needed to try another since you can't go back to a previous version. I now have the vhr installed. Turns out the last update was probably just missing the file containing vhr and itb. This happened to a few other people also. I was looking on the fusion and focus forums as well as this one. Thanks for the help.

Hopefully your insurance company has a low use discount like State Farm.
It makes sense, when they can verify your low mileage they adjust the premium to the level of risk. If you're not driving a lot then your risk of wrecking is obviously reduced.
I would think your ~3,250 miles a year would clearly qualify.
