Yeah not sure... if he's up by Gary they do things a little different but I have never heard of anyone in Indiana needing any sort of inspection. I highly doubt one county would be different than the entire state but who knows... politics is a crapshoot lol.
You go to the DMV hand them money and they give you a plate... as long as they get money they are happy lol. Then just keeping paying registration fees every year and the sticker for your plate keeps coming.
Only thing I know Indiana does is a VIN check on out of state purchased vehicles. When I bought my 74 from Texas, when I went to title it in my name they had to check the vin since it came from out of state.

I don’t have pics OP. But my truck has 10% on the windshield across the top. Comes down an estimated 1/2 to 3/4 inch below the AS1 Line.
As for emissions testing, I grew up in Tennessee. I had emissions testing. My car had a full free flow exhaust. Headers, free flow cat, and then a catback exhaust. They would always do the OBDII plug in and I was good to go. They did do a random probe in the muffler one time and said I was out of specs, but I didn’t have any CEL, so they registered it anyway. I now live in Kentucky where they couldn’t care less about emissions testing.

My entire windshield is 80% Huber Optik ceramic film and then there is an eyebrow at the ASI line. If you know your inspection place and are careful, you could still have an inspection sticker. As mine is, you cannot tell that the full windshield is tinted. Wife’s Denali is done like this as well - it makes living in the south much more pleasant on road trips.
The really low tint eyebrows are known as rolling probable cause to those looking to stop you as they are illegal in most states that I know of. For me, I prefer to fly below the radar and not broadcast for a reason to be stopped.
