Cans of plasti dip and a rag with rubbing alcohol. Wipe down the area and spray. Don't worry about overspray as it peels off.
I wouldn't suggest it on anything that is touched alot, or gets muddy. It stains really easily.

Yes bumpers and decals. Also the ring around my headlights are chrome and I hate chrome so I need to figure out something to solve that problem.

If you're doing a bumper put 4-5 coats on because if you put anything less it'll chip from the bugs hitting it, don't worry about mud, my wheels have been threw mud several times and they look great still, just wash them after with soap and a sponge.

And btw if you're doing chrome, put about 5 coats on, plastidip doesn't stick well to chrome

All of my chrome, wheels, and bumpers were sprayed with 3 coats. The only parts wearing off are from tree rubs. It held up to a Rochester, NY winter too. The wheels are flawless, and I've been off roading more times than I can count on two habds since I did them.

You can also use adhesion promoter for the plastidip to stick really hard on chrome.
