Moderate vibrations and rumbling in steering wheel turning left or right and the fact that this has happened before with same symptoms

What was the cure? There's been a few guys on here that have had front diff problems. I can't recall for sure, but I do know that some of them had Lariats on up, so they had 4A.
They changed out my actuators up front and the check valve. One year ago... shouldn’t be happening again. Unless it’s something different with vacuum lines or something. I have never heard of the front axles ever moving unless 4WD is engaged in normal working system. User manual never stated anything sbout front axles moving until TC warmed up

It is true that on '17/'18, on startup, if the ambient temp is somewhere around freezing, the systems does lock the IWEs in to aid front diff warmup, for a given distance, 1 mile, IIRC. Apparently on the '19's, it's timed.
Since you have a '16, you wouldn't have that feature.
When you get time, try bypassing that solenoid to insure the IWEs are disengaging, it is possible the solenoid is bad, or something as simple as a fuse. Please bear in mind, my thinking is geared to F150's, an Explorer could be slightly different.

Ok, just did another test. Drove 12 miles, pulled over, tossed in camera, 2WD, half axkes both spin. 4WD they both spin. In 2WD the half front drive shaft is also spinning.
