I'm not sure how much I trust the table that was posted.
Here's the decal on my 2019 Supercrew Platinum 4x4 145" wheelbase. This would indicate it has the HPP frame and my trim level isn't available with the HDPP.
Frame measures different thickness depending on where the measurement is taken. However, at the rear of the RH frame rail, mine measures slightly thicker than .108"
The table is from Ford. As you mentioned, there may be minor variances in measurements along the frame from manufacturing tolerances, dirt, welding splatter, and paint thickness.

I think there is merit in what tmcolger is saying about the sticker interpretation. Also to tmcolgers point as far as I know the HDPP option cannot be had in a 145" wheelbase. People want to draw conclusions. I have an HDPP truck, 157" wheelbase, here is the frame sticker.....
