The IWEs do not put the truck in 4WD per se. The transfer case does. When you call for 4WD or AWD, the transfer case electrically engages the front drive shaft and vacuum is removed from the IWEs, engaging them. 4WD/AWD is not engaged until you put it in 4WD or AWD. Having the IWEs engaged permanently does not put the truck in 4WD or AWD.

I attached the TSB. You can do this for non 4A as well so just go the the 4A part (step 5) and remove and cap both ends of that vacuum line.
You could but I think people have reported that you could get a code thrown. It is just 1 short hose length that needs to be removed.

2016 xlt grinds with everything disconnected, HELP!!!!
I disconnected every vacuum line and the electrical to the vacuum solenoid. My truck grinds like all hell in 2wd and still goes away when switching to 4wd? How is this possible with the entire system disconnected? I need help badly it’s been this way for months. Is my transfer case shot? I’m begging for help!

Try to bypass solenoid and run vacuum straight to the iwes this is how I bypassed selenoid
you will not have 4wd doing thing but I he bringing should stop
