DRL
There are FORSCan changes that you can make to turn on existing lights instead of DRLs. I've done this on my 2013, with my fog lights coming on. See the FORScan thread (sticky) for more information.
I didn't realize there were XLTs that didn't have them. Have you tried enabling from the cluster menu?
Settings - advanced settings - vehicle - lighting - check "daytime lamps"
Headlight switch needs to be in auto and vehicle in gear for them to illuminate

If what robbgt mentions doesn't fix you problem -your truck is broken.
DRL is a system and to my knowledge, is not 'optional' by Ford.
You can also look in your owners manual for triggers -not sure if you light sensor can cause lights not to illuminate. Again though, needs to meet the above criteria and if that is met, the headlights will come on if your sensor is covered, not the DRL system.

I think some people are mistaking "auto" headlights with "Daytime Running Lamps". DRL's are mandatory in Canada for all car manufacturers, and is not a "setting" that the operator can change on their dashboard. It requires programming & stuff. That being said, maybe Forscan has the ability to change it?
