Look under settings in Sync and scroll over, not apps to turn it on.

Try a different cable. Just tried it on my truck, Car play doesn't show up until the first time you plug in your Apple phone. You will have to agree to a disclaimer about some Sync functions not working while Car Play is active. After touching Agree the first time, you won't see that message again, & Car Play Preferences will show on the menu.
If this doesn't happen, you either have the wrong hub or a bad cable.
Your phone does not even need to be logged in for it to activate this (I just did this with my wives phone on lock, didn't need her fingerprint to activate).
