So you bought a truck that doesn't run. Wire harness was hacked up ( or at least where the test plug is )

Buy a Haynes or Chilton manual, it will have more info that you can read than posting a generic question and being rude about it when nobody was able to answer.

Buy a new wire harness, check all fuses, pull all codes, fix what it tells you to fix.

You will definitely have issues if those wires are cut. They controlling the fuel pump among other things. With that much wrong to start definitely buy a manual. We could be listing wiring for weeks. BTW give people a chance to see your post. We have work and such. There is no way your going to get that running today anyway. There must be a reason the po hacked the wires.

Sorry to seem rude but I could not find anything about the wires. I figured out that 2 wires have to be connected for the fuel pump to work and another 2 wires has to be connected for the eec. after i tied them together if started right up.

Good deal, I still recommend locating a wiring diagram and repairing all connections. Hayes manuals have good schematics or alldata.com. Electrical issues can be hard to diagnose.
