Normally, you have 3 wires (1 for turn/stop, 1 for tail, and 1 for ground.) This what you had before right? It appears that your new 2 wire is only for turn/stop and not for tail. Try hooking the green to the turn/stop wire and the black to ground. If it works for to the turn/stop, then you've got the wrong lite.
The only other option is that you have the right lite but that it is grounded through the case. (Highly unlikely) If this is the case make sure that the case has a good ground.
Also, to you and others that are posting asking for help, please provide make/model/part numbers and/or pictures as is hard for us to help when we don't know what we are dealing with.
I'm not trying to talk down to you but its hard to envision what you have without a description or pictures.
Let us know what you find and we will figure it out. There is a lot of experience on here.

There must be something wrong with the ground.

What you can do is check the connection to the ground. On my 73 I cut the ground wire going to the 4 plug and put a ground wire directly on the frame. Took a bit of cleaning, but afterwards it was good. I also coated it with RTV afterwards to slow the rot down. Towards the front of the truck I spliced the other end of the ground into one of my other ground wires going to the frame. It worked on there, but that was a 73.

No problem. Here is a photo of what I purchased.

Again, from what I can tell, I am wiring into the stock wiring for the right taillight. Black, Brown, Green (with stripe) of a 95 xl 4wd.

Light will be mounted in wood attached to the body.

It also appears to be a double filament bulb, so it must be grounded from the case. It's seeking ground through the stop light wire, which is why the parking lamp is working.

So you are thinking its a ground problem. I tried grounding from the light to a few different things with no success.

Sean is correct, its a 2 filament bulb so the ground has to come from the case since you only have 2 wires. The box even says that it is a combination stop/turn & tail. I think that you have it connected right but don't have a ground. That's the reason that you are getting weird symptoms, it is trying to get a ground thru the tail lite when you have the turn signal on.
If you can, run a separate ground wire from your frame to the case of the new lite. You can test this before you do the final install by using alligator clips on some 14-16 gauge wire and go from the case to the frame. Remember that the paint on the case is an insulator and you will have to scrap it down to bare metal. the same for the frame. That should fix the problem. Let us know.
