Static timing,....
Static timing is changing/adjusting/checking the timing with the engine off. Like the timing bump people keep talking about for our trucks...but without running it.
Basically all you need are the tools necessary to rotate the distributor, tools needed to hand crank the engine, and a multimeter or test light. Crank the engine until the #1 piston is in "firing position" and the lamp/multimeter should indicate when its there...however the lamp/multimeter is set up, not sure about that.....
Adjusting it is also basically the same. Rotating the distributor and cranking the engine until you've adjusted it to what you want.

The timing bump is easy and cost me under 100 bucks all said and done. I've never changed my timing "statically" but my advice would be to start it and check it with a timing light if possible. It's a lot easier and only requires a timing light and whatever size wrench fits the distributor bolt.
