The sensor on the speedo cable is only for cruise control, unless you have an E4OD. RABS is controlled by the sensor on the rear axle, which ford has been using since 1987, when RABS was introduced in the f-series and bronco.

My truck does not have a sensor in the rear axle but it does have RABS. And no cruise control. 1989 F-150 4x4 M5R2.

You might have a truck with the wrong axle or?
If it has a RABS valve on the frame and no rear axle sensor, then the axle must have been changed
IMO
They (Ford) never ran RABS with the VSS, they used the tone ring in the rear end and a magnetic pickup

If it is an electronic shift transfer case, then maybe that uses the sensor on the speedo cable. But I can assure you that the only sensor that RABS has ever used is located on the rear axle. Like manicmechanic007 said, if you don't have a speed sensor on the rear axle, then somebody probably swapped out the axle, since the rear axle speed sensor has been standard equipment since 1987.
