Default running out of options

I have a 1987 f150 4x2 xlt lariat with dual tanks. All the fuel pumps are brand new but wont turn on when the ignition is on. The relay seems to be working and when I jumper the relay, the fuel pumps go on. I think it has to be the EEC but I'm not too sure.

The relay seems to be working but when you jump it you hear the pumps kick on?

yes the pumps do turn on when its jumped

Check for codes. '87 doesn't have a check engine light so you will need an analog voltmeter or test bulb.

I just tried doing a self test key on engine off to get some codes and got nothing. Does this mean the eec/ecm is bad? I just want to be sure before I buy a new one. Would any sensors affect the power to the fuel pumps?

Did you use an analog voltmeter or test bulb?

Yes I first tried to look on the dash and got nothing so i used a test bulb and also got nothing.

I just installed a new ecm and the fuel pumps are now working but the throttle doesn't seem to be getting any fuel to the engine.
