No the cap is supposed to prevent freon from leaking out if the valve doesn't seal, it's not supposed to hold back all 150+ psi of pressure.
Cap is to keep out dirt and crap.

Do you think I need to add oil to my system after all my freon shot out? And what is the exact amount of freon the truck should have?

I was putting 30 lbs on the low side, but the freon temp was higher then say at 28. At 30 lbs it was around 34degrees, at 28 it was 29 degrees. On the low side of course.
