If you don't have 5v supplied by the EECM, other than a couple of splices, it could be the 5v power supply in the EECM has failed.

If you don't have the 5v at the single grey port, you can check it at your 2 temp sensor connectors.

Oh yeah, check your reader to be sure the OBD1 test connectors did not push the reader terminals up into the reader, and not making connection.

I'e Been reading about the eec and I started looking into it and I realized that my fuel pump keeps running with the key on engine off and Im going to check the relay then the computer to see if the caps have leaked out or have been damaged

It is surprisingly hard to definitively say whether or not your PCM/ECC is dead before you get down there and jerk the thing out. I will say that Haynes recommends the following test (I'm 99% sure these are both Key ON Engine OFF

1. Test the voltage to Idle Air Controller: it should be 10.5V.
2. Test the voltage to Intake Air Temperature Sensor: it should be 5V.

Mine were both than less than 1V. My OBD1 scanner started the KOEO test but couldn't complete the test/ fuel pump kept priming. I really think that is enough to call the ECC/PCM dead.

I pulled the ECC out and disassemble it. It looked fine to me with no broken capacitor leads or signs of leakage. I decided the above voltage tests < 1 volt and the scanner not working were enough. I replaced the ecc with a remanufactured one and got the truck running again.

Well, that was an important piece of information, that's typically an EECM failure.
