I'd say it is. Just looks like grease from a grease gun where you or someone greased that bushing.

Not its not normal. There should be a rubber boot on there to keep dirt from getting in there with the grease.

What crownman said. It's not normal. You need a new tie rod.

Well I've been having some problems with the truck wanting to wander down the road and if I hit a bump, it likes to steer in the opposite direction. Didn't know if this could be the culprit or not.

It sure doesn't help. And reviewing your picture, I see that your castle nut is turned down so far that the cotter pin doesn't even go through it.
I would go so far as to suggest that you get both inner tie rods and both tie rod ends and replace them all. Somebody's been messing with that steering linkage and I wouldn't trust any of it with my life.
Not to sound too dramatic or anything.

Yeah. I didn't think it looked right either. I bought this truck like this for $900 back in April. I haven't done anything to it. 254,000 miles on it. It needs some work. I haven't been driving it much at all really...the steering just didn't satisfy me to feeling safe.

To get castle nut on there that far Id bet money that it was loose and someone nailed that thing with an impact wrench. So yes, buy both inner tie rods at a minimum because that hole has been enlarged from running that nut down so tight.
