Look's like you came to the right place!

Note: You should have no Vacuum to the EGR Valve at idle. Only under load conditions.

You may feel a palpation of Vacuum at idle, but no actual flow.

It is more than likely functioning correctly, or you would see a code regarding EVP.

so any reason someone would block off that vac line? like would that help with emissions? i just don't understand why someone would block any vac lines. but it seems to be running great and with no codes im happy as a pig in st

They might if the EGR Regulator was supplying Vacuum to the EGR at Idle.

Also, some people think weird things about the EGR. Like lack of function improves performance.

It only functions when the engine is under load, where it provides what's known as "secondary air". It introduces exhaust which is depleted of oxygen to the combustion chambers alone w/ the normally aspirated air being introduced, thereby reducing combustion chamber temperatures, additionally reducing the Cat Converter Op temp, thereby prolonging it's useable life....& helps reduce emissions.
