Default help with dust shield removal

Hello everyone,
I am currently in the midst of a ball joint replacement job on my 1994 4WD 5.0L . I am hung up on the dust shield; I cannot get the thing to budge at all. Any helpful hints/tips? Something I'm missing or not doing in the right order?

sorry, didn't specify... the bolts have been removed already, I did enjoy how rusty they were

after closer inspection of chilton's, it seems the round piece with the 5 bolts needs to come off first (I think that's the spindle... correct me if I'm wrong, just a novice). But I can't budge it with any amount of elbow grease. Are these things supposed to be this difficult to remove? How should I proceed?

I loosened My Spindles up with a thin Chisel, just be careful not to gouge things up.
