front gas tank problem
Fords of all types are notorious for backing up like that, what if you only squeeze the gas pump handle half way? When you say it runs "out the top" do you mean through the filler neck?
It's possible it's blocked with something, have you looked with a flashlight? There is at least one section of rubber hose in the filler neck, check that's not pinched shut (iI guess it's also possible the metal part's damaged, have a look underneath)
Worst case I guess you have to drop the tank (some people say removing the box is easier but that sounds like a lot of work to me, requiring several people to lift it) and check the filler neck.

It sounds as thought the vent tube in the filler neck is blocked. To check it you'd need to lower the tank enough to take the filler neck off and inspect the vent tube.
I had this same problem on my '84 F150. I found that if I turned the gas nozzle upside down while filling the tank it worked fine. The only problem was the nozzle would rub the bed above the filler door.

now that you mention it, I always pull the filler partway out, as well as going at half-speed. Maybe there's nothing wrong with the tank at all? Apart from it being a typical ford thing, that is.
Ford's had several TSB's about slow fuel filling. "Some trucks may experience a difficult or slow fuel fill rate. This may occur because of misassembled fuel fill pipes or the current fill pipe does not handle large nozzles and high flow rates available at larger fuel stations and truck stops."

SERVICE PROCEDURE GASOLINE APPLICATIONS
Disconnect the fill housing/retainer from the body of the vehicle.
Disconnect the fuel fill hose from the tank.
Lower the tank if there is not enough room between the tank and the vehicle body.
NOTE:New hoses may have to be shortened to fit the vehicle.
To shorten the hoses. proceed as follows:
Disconnect the outer hoses from the steel pipe assembly and slide it away to provide access to the inner (fill) hose clamp.
Disconnect the inner hose from the inner pipe and discard the pinch clamp.
Trim both the inner and the outer hoses by the same amount to achieve desired overall length. Do not allow excessive length that might cause sink traps to form.
CAUTION
O NOT CUT THE INBOARD END OF HOSE BECAUSE IT IS PREMOLDED TO FIT THE TANK.
Reinstall the inner hose on the pipe using a new pinch clamp (N808877-S).
Slide and re-engage the outer hose to the pipe.
Tighten the clamp to 3.2 Nm +/- .5 Nm (28.3 +/- 4.4 lb-in).
Install the new housing, with pipe and hoses attached, to the body of the vehicle.
Install the other end to the tank.
Tighten the clamp to 3.2 Nm +/- .5 Nm (28.3 +/- 4.4 lb-in).
CAUTION:Be sure the protective sleeve is positioned over the frame rail.
Attach the ground wire to the frame crossmember by sliding the clip over the edge of the crossmember with the wire lead pointing down.
BTW, wasn't sure what year you got so i looked up a '92, let me know what year you got and i'll check ondemand and see if its the same part number and everything
