Default Electrical issues

I am about to buy a 1990 F150 4x4 but it has a few problems. (Most 22 y.o. trucks do!). The power windows don't work, and the power seat adjustments (front to back) don't do anything either. They don't make humming, grinding, or clicking noises; i.e. anything you would expect something with a motor to do. I am assuming it is fuse related, but I can't find any diagrams of the fuse panel, or electrical information online. Any help would be appreciated.

It's not fuse related. The seat is getting power because it's grinding and the windows are on a circuit breaker.

I think you read that wrong, I did at first too

The fuse for the windows is supposed to be fuse/breaker 14 (30amps) but I don't see anything for power seats or lumbar in a 1990.

Were they added afterwards?
