Of course the cop doesn't inspect your exhaust. Nor does he test your tint with a light meter or you exhaust or stereo with an spl meter. If he feels your vehicle is in violation he writes you a citation and the burden of proof is on you. That means you have the fun of going to an inspector to proove your equipment is all functioning and legal and pay whatever fees are involved there. Then you may have to go to the law enforcement department or court where you received the citation and have it dismissed and pay any charges there. Really fun if you are out of town at the time. Too many of these violations and you run the risk of your vehicle being impounded and sold at auction. Laws differ from one area to the next but 1) you are responsible for complying to local laws, 2) as stated its illegal everywhere in the us to remove smog equipment 3) smog laws aren't going to get any easier and when they start inspections in your town there is no allowing for previous modifications.

And pray that the Officer doesn't show up.

Also, on the court fees, I just had $11,995 in fines. Went to court Dec 5th, the officer didn't show up. All 8 tickets were dismissed, and we had to pay $0 in court fees. =)

The District Attorney told me to go buy a lottery tickert. I left, went to the gas station and got me a Powerball ticket. Won $0.

Was before the company I worked for sold out. I Drove End Dump, doing Demolition. First day they put me in the Brand New Side Dump. Was hauling dirt off the interstate median(expanding to 4 lanes from 2. Only hauling it 4-5 miles then dumping. Doing 35-40 loads a day. On about the 23rd or 24th load I got popped by D.O.T. Put me in a set of Portable scales. Max Gross being 80,000, I was at 98,600lbs. 8 tickets - Over Gross, Over Axle, Over Axle, Over Axle, Over Bridge, Over Bridge, Over Bridge, Over Gross. Totalled just at $12,000. I can take pics of citations as evidence, with the dismissals if need be. =)

LOL It's all good. You only get caught when you don't know how heavy you are.

Edit: It was Dec 2nd. On Dec 5th we found out we were gonna be havin a girl. =p

Still...nebraska doesn't require cats on vehicles...there's tons of trucks,jeeps,cars and every other type of vehicles running just open headers and nobody says any different...hell...my neighbor is a epa agent and he has a truck with pipes running from the headers out the hood...drives it all the time

Many states don't do testing or require inspections to make sure that the emission equipment is present, but its a federal law that mandates that the equipment is supposed to stay.
