Yes, so long as they not only program the mileage but also the engine hours, engine idle hours and fix the multiple VIN #'s (the cluster's original truck & now your truck's VIN) that you now have in it now.

Is there a recommended vendor that does this?

Livn, since you are dissecting the cluster, what about disabling the internal chime speaker? I have the FORScan mod to have chimes there only. I have all chimes disabled, except the only one is if you don't have your seat belt fastened BEFORE you start the truck. It would be nice to not hear that anymore.

Disclaimer: this is not about driving without seat belts, it's about chimes.

Can a 15 speedo be flashed to 17 firmware?

Yeah, it looks like if you desoldered the two joints in the picture below it would pop right off

I finally had some success with the cluster leds but the following pictures don't even come close to depicting how awesome & deep the red looks. I tried every setting on my Samsung & Wife's iPhone including some different camera apps with more settings but you still can't appreciate how deep the red is (it either shows too much glare in the pics or doesn't capture the true color) Anyways, with that said here's some pics of the tachometer side with stock white and speedo side with red. I'm going to do the tachometer side red also and install in my truck and hopefully be able to get some better pics.

Although blurry, this one comes closest to the actual color

Man that’s amazing! Looks great. I’m surprised they didn’t enable multi color from factory to go along with the different colors of ambient interior lighting.

Thanks for all your hard work.
