Default Intermittent dash and wiper issues

I have a 1996 f150 5.0 with 196k miles on it. I bought the truck with a intermittent wiper issue that I cannot seem to track down. Multi-function switch works, and I tested the wiper control module. Wiper motor is assumed to be good because the wipers move on their own. Seems to be a wiring issue specifically. When I turn the headlights on, the wipers will move a bit before stopping. Also, all my gauges backlighting doesn't come on, but the indicators for the high beams and turn signals stay illuminated, unless I actually activate them, in which case, they operate properly. I am stumped. I have checked all in cab grounds, and fuses with multimeter, and all checked out. Any help would be appreciated!

Not familiar with changes to your Gen9, but my Gen8 ('89 model year) had problems with the connectors' seating in the flexible circuit film strip on back of the instrument panel - if beating hard on the dash changes gauge readings and light intensities / operations - may have a look back there to ensure solid connections.
