Default Sign of a bad EEC?

Is this photo a sign of an EEC needing replacement?
I think that is leakage around the Yellow C4 thing.
My truck is not priming correctly. It will prime for as long as 2 minutes and you can not start the truck until the priming is complete.

"C" is the prefix for a capacitor, but it's usually the electrolytics that leak & burn out (the larger blue one above). Click this, read the caption, follow the link, and shop for some replacement caps, soldering iron, & good fine rosin-core electrical solder (NOT plumbing):

Ya,its usually the big **** blue capacitors in the corner that get hot leak juice and trace the board.See if you can pull the spout connector and it starts.Hoorah.If it starts with spout connector "pulled".,but Wont start with spot connector ( jumper fuse type plug installed)..id be looking at ecm computer.
