It's different for you Sean. See ... you don't have yearly inspections in Florida do you ?
Here in Maine we do. It's almost turned into a monster because once you plant that bureaucratic seed it grows and grows.
They have the Maine Motor Vehicle inspection handbook availableon line. Along with that ... the proposed 2012 amendments.
You wouldn't believe what's in there.

It's a Canadian thing eh!
Try here, where emission regulations are split between the province. Southern Ontario emission laws and safety regulations are ridiculous, live anywhere near Toronto and its hard to find vehicles over 10 years old, cause the transportation authority(and cops) will pull you over and remove you're plates till the vehicle is up to standard.
Here in the north we are free from that ( for now). Small. Northern communities are pretty relaxed on enforcing that but every now and then you see the ministry of transportation doing routine checkpoints, checking for catalytic converters and pulling older cars off the road if they deem them not fit. Seriously if you got broken rev lights, cracked windshield or rusted rocker panel they can legally seize you're vehicle and take the plates till you have everything repaired.

Here in Maine the enforcement approact is different. Instead of hassling the average citizen the state police liscence and regulate the inspection mechanics.
Then they stage "sting" operations against the mechanics & set them up to fail.
ie: An attractive woman is sent to the inspection station on a beautiful summer's day. She's driving a convertible with the windows down. The mechanic dutifully put's the car up on the lift and it checks out fine. He puts a new inspection sticker on it and sends her on her way.
Ten minutes later the state police roll in along with the lady in the convertible. The cop finds the mechanic and drops the hammer on him.
Why ??? Because they had removed the driver's side window before hand !
The first violation will cost him about two weeks take home along with a suspension of his liscence to inspect.
Second violation will earn him some jail time.
It's state government & bureaucracy allowed to run to the extreme.
Trust me .... i've sincerely tried to turn the trend backward. Once these things are in place it's very difficult to get rid of them.

If straight piping
So where do you put a stopper in at? To block that air line that would lead to the front/first cat. Straight piping where the two catalytic converters were between muffler and exhaust manifold pipes.

This thread has been dead for a decade, so it's not likely that those users are still active here.
Either way, you should not disable any emissions controls. It's illegal, and makes the vehicle illegal to drive, even in places where those laws are not currently enforced. Enforcement can change, and it'll be a LOT more expensive to comply later than to simply maintain it properly today.
