Better do the pinpoint tests for code 628 in the 1994 PCED
It might just be a failing TCC solenoid

You can have just the TC go bad.

PCED stands for Powertrain Emissions Control Diagnosis
They are by year, big thick expensive book
Also, on AllData for free at your local county library
Here's one of mine

Torque converters have three moving parts and a clutch.
Shell spins with engine
Impeller moved by circulating fluid turns tranny’s input shaft
Supercharger (pinecone in the middle) forces fluid to outer edge of shell and drives tranny’s pump.
The clutch locks the impeller and shell together at around 35mph to prevent engine spinning faster than tranny and wasting power / fuel.
If the clutch in there is going out nothing else will be affected
