Your e brake is not connected to the front wheels it only
Connects to the rear brakes.

Not front it is just spinning. Found the brake and the cables go to back passenger tire and it's locked up

In this quote you said front passager wheel locked up?
So if it your rear passager wheel it could be that your e brake is locking your wheel down or the wheel cylinder could be leaking causing the rear shoes in the wheel to lock up, but if it was that you also would be low on brake
Fluid.

Could also be the e brake cable itself causing the rear wheel to lock up
