Theres no crack in the glass but there seems to be moisture inside the glass which always stays foggy. Do I need to replace the entire housing?

 

Is this a new 2013 HID headlight?

Regardless, if is or not, Ford will likely drill a couple of holes in the back to allow more ventilation. Easy to do yourself as well...pick discreet and specific areas that will not allow moisture to enter the housing.
