HD frame was .1, 2021 is .094 on SuperCrew 145” WB.
Only had HD/HPP at .11, now an HPP at .102 on the same 145”.
For reference LD frame was .87, still is but used on less frames. All regular cabs but short Super cab 4x4.
Back to the subject at hand...

While they look almost the same, the 14th gen is a complete redesign. They took what they learned from the 13th gen and applied optimizations to the new truck improve durability, strength, and/or ride quality. The 13th gen frames might have proved to be excessively strong. A reduced thickness with the same steel would reduce harshness in a case like that. Could be any of a myriad of reasons to change the thickness of the frames, CAFE being but one.
