That's a great illustration and got me to set up a table. I'm not sure how my truck can get a 7600 tow rating when it seems that would likely put it over the 12800 GCWR. My Truck has a GVWR of 6500, Payload room of 1545, leaving the truck weighing 4955.
Here's the spreadsheet, looks to exceed GCWR when towing more than about 6800. for my calculations I used 12.5% tongue weight.

The max tow rating crosses the GCWR limit at 245 lbs of payload. The GCWR and GVWR limits cross at 645 lbs.
