I am about to rent a camper with a GVW of 3500 lbs for the weekend. I am trying to figure out if I can use a 12" hitch extension on it as I want to leave my tailgate down.

How can I calculate that out?

a hitch extension will lower the hitch receiver's capacities, both tongue weight and towing weight.

Cliff notes: Cuts it in half. Apparently you're better off using an extra long ball hitch instead of an extended receiver.

Either uncouple the trailer when parked or if your towing with the gate down take it off.

So a 12" extension cuts it in half. Looks like the tailgate will have to come off. Or I leave my ATV at home.

6.5ft bed guys have no problem

Taking the tailgate off is pretty simple, but make sure the ATV fits in the bed. On the 5.5ft bed trucks some ATVs need the tailgate there.

There's also varying length supports which let you leave the tailgate partially open..
