Default Engine swap

I currently have a 2002 v6 4.2L and not happy with the lack of power it provides. I want to do an engine swap with a 4.6 and 5.4 and learn how to other then that I'd buy another truck with that selection of engine. Anyways how would I make it legal to do and keep it registered in southern California ???

You would be time and money ahead if you would just trade for what you want. I don't see the efforts and investment being worth it.
