Train Horns?
Political views have nothing to do with it. Maturity does. If you blast these horns to startle someone or a group of people you'll deserve what's coming. Hearing loss can never be regained.

I've had the Shockers in my Chevy Blazer for about 7 years now, and I would agree that it's about the best bang for the buck. Plus, with an air tank and compressor, you can turn it into an onboard air system if you want. I will probably transfer the Shockers to the FX4 at some point, but will certainly have the air system there regardless. When I lived in Chicago, the Shockers were the best defensive driving tool I had.
As far as hearing loss, of course it's possible if your head is in close proximity to the horns or you blast them in an enclosed area, like inside your garage or in a densely packed urban area. But in more open areas, the sound disperses pretty quick.
